The book “Research on the Theory and Practice of Ocean Power with Chinese Characteristics”, co-authored by Liu Yingben, Lecturer of Naval Warfare College and Assistant Researcher of the Collaborative Innovation Center of South China Sea Studies, and Professor Feng Liang, Deputy Director of the Collaborative Innovation Center of South China Sea Studies, Head of Research Platform on Navigation Freedom, Security and Stability of South China Sea and Professor of Naval Command College, was officially published and released by Nanjing University Press in December 2017. This book is the stage result of “Marxist Theoretical Research and Construction Projects” Major Project of Propaganda Department of the CPC Central Committee and the National Social Science Fund’s Major Project, “Research on Maintaining Ocean Sovereignty and Building a Strong Ocean State” (2015MZD062), and the National Social Science Fund’s Major Project, “Strategic Research on Maintaining Ocean Rights and Interests and Building a Strong Ocean State” (13&ZD051).
Based on the relevant discernment of the theory of ocean power, the book takes time as the warp and historical facts as the weft, briefly reviews the development of typical ocean power and its theoretical support in different times horizontally, and systematically composes the historical path of the construction and development of ocean power with Chinese characteristics vertically, aiming to explore the reasonable kernel that is useful for the theory and practice of marine power with Chinese characteristics in the new era, and form a strategic system structure that integrates “goals, means and power” to provide useful reference for the construction of marine power with Chinese characteristics.
The book is divided into five parts. The first part starts from the identification of the concept of ocean power, focusing on the analysis of the relevant concepts of the theory of ocean power, in order to make the historical origin and logical starting point for exploring the issue consistent. The second part takes time as the main axis, and briefly describes the development of more typical ocean power and its theoretical support in ancient, modern and contemporary times, in order to reveal the useful inspiration for the theory and practical conception of ocean power with Chinese characteristics. The third part comprehensively compares the vertical historical evolution of the theory of marine power with Chinese characteristics. The development of the theory of marine power with Chinese characteristics has roughly gone through several historical stages, such as the germination period, the initial formation period, the rapid development period, the rich expansion period and the increasingly mature period, and then elaborates the profound connotation of the theory of marine power in different periods, revealing the evolutionary law of the development of the theory of marine power with Chinese characteristics. The fourth part creatively puts forward the theoretical framework of the ocean power with Chinese characteristics, analyzes the basic attributes, main features, guiding functions and inner requirements of the theory of the ocean power with Chinese characteristics, and systematically answers the fundamental theoretical questions of the ocean power with Chinese characteristics, such as “what, why, and how to build”. The fifth part focuses on the practical characteristics of the theory and proposes the practical concept of the theory of ocean power with Chinese characteristics. It focuses on the strategic background, strategic needs, overall objectives, guiding ideology and basic principles of the top-level design of the construction of an ocean power with Chinese characteristics, as well as the stage planning, leadership decision-making, regional layout and dimensional support. On this basis, we further explore the construction and application of maritime power with Chinese characteristics, and form a relatively complete strategic system of “strategic objectives, strategic means and strategic power”. On the whole, the research on the theory and practice of maritime power with Chinese characteristics focuses on practicality, foresight and innovation, and has practical characteristics and features of the times, which fills the gap of macroscopic and systematic research on the theory of maritime power with Chinese characteristics, and has certain practical significance and reference value for the construction of maritime power with Chinese characteristics.
